President and Congress ...

Read the following NYT article that explores the negotiations between President Trump and the Congress to pass Tax Reform legislation.  How does the President work with Congress to pass bills and what is the risk if this legislation stalls?  What do you think about President Trumps Tax Plan?

  1. The President helps set the agenda on what Congress will work on for a bill. He tries to gain support from Congress and or his party. If it stalls out then there is nothing the President can do to stop it. If it does stall then Trump's tax bill is either not considered or not voted on. It would be a failure for his administration. I do not like his Tax Plans because it just benefits the wealthy. It increases the taxes for the middle class and this divides the rich and middle class even further. Poor people also suffer and small businesses as well. His tax plans benefit big businesses so the big businesses continue to make more money.

  2. President Trump works with Congress by carefully negotiating each respective bill he is proposing. In addition, President Trump attempts to garner Republican approval and solidify a significant Republican front so success for his party can occur. In relation to the current tax bill proposal mentioned in this article, Trump has eaten lunch with several Republican members of the Senate Finance Committee on Monday to ensure that they have the necessary tools to eliminate conflict with the House version. This is so the bill can be enacted. Trump is also expected to go to lunch with Republican lawmakers before meeting with leadership of both parties in the afternoon this Tuesday. If legislation stalls, then the Republican party may risk the possibility of this respective bill to fail to be made into a law. This is simply because extensive controversy over the finance bill proposal has already formulated even within the Republican Party. Not taking immediate action allows over doubts to materialize further. Such concerns include this bill’s potential to add to the federal deficit and a provision that would eliminate the Affordable Care Act requirement. I believe that Trump’s tax plan has the ability to award certain members of this country, but other lives are not completely taken into account. This includes middle-class and lower class, which include a majority of the nation’s population. Big businesses will also thrive while small businesses will fail.

  3. When our nation's Branches System was put in place, the main role of the President was to execute and enforce the laws that Congress puts in place. However, for a long time now, the President has set an agenda that he wants Congress to follow. When President Trump came into office, his approach was no different because he has numerous things he wants done, but he is relying on Congress to pass the laws so he can constitutionally pass and enforce his ideas. If his legislation stalls during the first couple of years during his presidency, his plan will be in ruin and he will be unable to pass most, if not all, of his agenda. I have mixed feelings towards his tax plan because while I think small business is crucial to the success of our nation, I think it is unfair to heavily tax the wealthy who work really hard for their success. Taxes is a complicated system in my mind because the fair thing would be to tax everybody the same percentage of their income, but lower income families need almost all of their salaries to support themselves.

  4. Trump works with Congress in a powerful but conscious way in order to pass bills. He focuses mainly on Republicans and does not much waste his time with Democrats who do not agree with him. Specifically for the Tax Reform bill, Trump has spent much of his time trying to sway Republicans to his side and gain a strong force against those who disagree with the reform. If the legislation stalls and fades out in Congress, it will be another major defeat for Trump and will likely only make him and the Republican party seem weaker. The longer the Tax Reform will stall, the more doubts will arise for those who question the bill. I think Trump's Tax Reform Bill has good and bad aspects. For some people, more specifically the rich and major businesses, it will be very beneficial. However, the middle-class and lower class suffer from a larger gaps in the available money for the majority of the population compared to the top rich people.

  5. The Executive branch executes the laws the Legislative branch have created. President Trump has been very vocal and very passionate about cutting taxes since the beginning of the election and wants to make sure to cut taxes early in his time in office. If this legislation stalls, Trump's Tax Plan will only have a slim chance of being successful. Personally, I have not shaped my full opinion on Trump's Tax Plan. I believe that this tax is a good idea, but I do not know if the good effects will outweigh the negative. Small businesses represent the American Dream and the idea of them running into the ground due to giant corporations and franchises is very nerve wracking.

  6. One of the main jobs of the president is to encourage and motivate congress to pass bills into laws. He does this by helping make the agenda and pushing bills that he wants to pass. If the legislation stalls then the president can't really do much besides complaining. In a way, a congress' attempt to stall a president's bill is a method of checking the president's power. I think president Trump's tax plan will be successful for corporate businesses and the stock market. His goal is that the extra revenue will be trickled down to the middle and lower class. This will only be successful if the rich and corporations follow through by helping trickle down the money.

  7. President Trump has a lot of power as president however getting tax bills passed is not one of them. However he has the power to set agendas and help convince senators to vote for their bills. Trump mainly talks to the Republicans in Congress because he needs all the votes he can get from his party to pass his tax reform bill. The longer this tax reform bill stays the weaker the republican party will look. The republican party is already pretty weak however the longer that the party cannot get anything done, the less the people will rely on them. I think that Trump's tax bill really helps the bigger companies and the richer people however it does not do much for the little businesses and the people that receive less than $75,000 a year will receive higher taxes. The bill also has the potential to add to the federal deficit which is the last thing we need to do to our already overbearing deficit.This will create a larger gap between the middle/lower class and the upper class. This is just a change to what has happened in the past few years. I'm not exactly how it will end up in congress with all the revision bill, but it will definitely favor the upper classes and bigger businesses. Hopefully it will not be too bad with the bigger gap but congress knows how to check the presidents powers and will keep the concerns of the people

  8. The President currently sets agendas and executes the laws. He motivates Congress to pass a law that is fit to be enforced in the country. He tries to win Congress over to what he sees right in the law he is trying to pass at the certain period of time. If Trump's law is stalled, then it is not considered to move on to become official anymore. I do not like Trump's Tax Plan because it only benefits the wealthy. There are people in the middle and lower class that will not thrive because of this tax plan. However, this tax plan will benefit businesses that have worked hard to get where they are today.

  9. The President works with Congress though its own political party. Trump has no intention on working with the Democrats because he does not care what they do nor think. The President has been motivated to decrease taxes for high income business owners. This tax plan only benefits the wealthy; therefore, i do not like the plan. If this law is to be stalled, it will lose it importance and Congress will move on.

  10. The president works with congress to pass bills in several different ways. The president can chose to endorse a bill and try to drum up more support for it, such Trump with this bill and Obama for his healthcare bill. The president can also chose to meet with party leaders and let them know his opinion. He might tell them things that he would like to see in the bill. Ultimately his opinion matters the most because he is the one who signs in bills.Yes, it is true that congress can override the veto but honestly that is very unlikely to happen with this bill. I am not a fan of the Trump tax plan for several reasons. The main reason is that it does not sit with me well that it is based on the theory of trickle down economics and banks on the hope that the big business will push their money back into the economy. I also do not like the fact that it will create both a smaller middle class and a wider gap between the rich and poor. As history shows us, a huge gap between the rich and poor does not end well.

  11. The president has veto power on congressional bills, and he also has significant bargaining power with many members of congress. Trump can use negotiating power to get his way in congress, assisting certain bills he wishes to see passed. I hope President Trump pushes for more tax breaks for the less advantaged. Corporations used to pay 50 percent and under this bill they'll pay 20 percent. This bill is pushing the United States one step closer to a plutocracy.

  12. The President works with Congress to pass bills through their respective political parties. If the legislation stalls, it will not have a chance to become official anymore and Congress will move on. Trump's plan seems to only benefit the upper class, which I disagree with. It will not benefit the middle-class and lower class, which makes up a majority of the nation’s population. It seems that the monopolies will be even more successful, while smaller businesses will fail.

  13. The president and congress have a balance of powers that allow each of them to pass bills. However, it can be extremely difficult to get a bill passed as the president when congress will not work with them. If this legislation stalls, it signals bad news for the remainder of Trump's term because he has struggled with congress ever since his inauguration. I think Trump's plan should be revised because it does not benefit the middle and lower classes as it does wealthy Americans.

  14. The President operates with and sometimes against Congress in an effort to promote his political party. Since we have a bipartisan legislative branch, the President will frequently only do things in his party's own interests. In modern terms, the Democratic party will not go down without a fight when it comes to Trump trying to pass a bill that will hurt them. If his bill proposal stalls, there is virtually no shot in it being passed, primarily because Congress has other pressing issues to deal with. I am on the fence with Trump's plan because it helps the upper class with tax cuts, and eliminates the estate tax which makes inheritance non taxable. On the other hand, it puts the middle and lower class at a disadvantage. It's because their tax brackets put them in a margin which gave them minimal tax cut. The Trump administration needs to look back and see what kind of analytics would benefit all financial classes a little more, without heavily favoring the upper class. I believe the rich and middle classes should get small a tax cut because Obama's bill took billions in an attempt to redistribute the money to the lower class. So in conclusion, the upper and middle classes deserve a little break without completely screwing over the lower class

  15. From the article, it seems that the President is simply putting pressure on the republican senators to keep pushing through. At this point he has already expressed to the senators his agenda for the bill and he cannot do much else besides using his position of power to persuade people. When legislation stalls, it typically leads to lengthy, divisive conferences. I just don't understand why we can't formulate a bill that doesn't increase taxes on the poor. Also, I don't see an economic benefit in increasing taxes on small business owners. That is how an economy flourishes and entrepreneurship is the key to success.

  16. Trump is putting extreme pressure on the Republican Congressmen to pass some sort of legislation. So far, the Republicans have fallen short on their promises to pass legislation that favors their base. This tax bill will benefit many rich industries, corporations, and people, while hurting the lower and middle classes. Trump works with Congress by working them and helping push their legislation through. Anyone who fails to approve of the new tax bill faces Trump's bully pulpit, in which he criticizes and puts them in media spotlight for the voters to see. Trump makes anyone who is against the bill look like a corrupt, crooked politician. This legislation is being made carelessly and is leading to major issues. The bill has many riders that are not relevant to taxes and will not work as it is intended too. Congress needs to stop trying to rush the Tax Bill and take the time to properly work together to create the bill.

  17. The way President Trump works with Congress to pass bills is quite one sided. This is because he has yet to actively lead a bipartisan approach to legislation. Instead, Trump spends his time primarily focused on Republican members of Congress and encouraging them to pass bills in the House and Senate regardless of the objections of Democrats. Trump desperately wants a “win” for his administration and for Republicans in general; however, his determination comes with a price: rushed legislation. Personally, I feel that Trumps Tax Plan, if passed, will do more harm than good. It is shameful that the plan is only beneficial for households within a certain income bracket. Our nation is already divided in many places, and Trumps Tax Plan, as is, will widen the economic divide. Congress needs to come together and spend more time crafting sensible and fair legislation instead of what they are doing now, which is turning something that will affect so many Americans into a partisan, media spectacle.

  18. The President's role in the passing of a bill is a foreman of sorts. While the President's constitutional role in passed laws is simply to enforce and execute them, in recent times the President has been expected to have an agenda for the course of the process. He can help push bills and denounce bills by voicing his support or lack thereof. There is nothing a President can truly do about a stalled bill. I am personally not a fan of the President's new tax plan. It further destroys the middle class and makes the rich richer and the poor poorer.

  19. The President works with congress in the passing of bills by setting an agenda of sorts for Congress to follow. He pursues it through pushing some bills for Congress to pass, and discouraging others. In the current administration, there has been a lot of behind the scenes maneuvers to get support from senators for the passing of bills, and it has been a slow process. The president compromises his bills or compromises on other terms to convince senators to pass bills.

    He is unsuccessful in convincing democrats to support his legislation, although it seems that he is not concerned with "wasting his time" on the democrats. I believe that this will come back to bite him. As for his tax plan, I believe it will not help. If anything, it will keep his administration consistent. He will now be able to add the achievement of further dividing our nation economically to his accomplishments, in addition to all the other ways he has further divided our country.

  20. Trump seems to just be pushing the agenda of his supporters and the Republican party onto Congress. In this case it appears that he only serves to create support for the bill and isn't focusing on the wants of the Democrats. Trump wants to make sure he has enough reliable power within his party before working about "non-factors". If the bill were to stall this leads into many tedious conferences that water down and simplify the original plan with the amount of compromises. Personally I don't agree with this tax plan just because it is based on pure hope and speculation. There are no real facts or truth based in this so called trickle down effect for the middle and lower classes. It is an unreliable plan with no evidence and apparent drawbacks. This plan won't serve to aid the people, but to further divide them.

  21. The president and republicans in both houses of congress are currently working on this tax bill for one reason: to cover themselves politically. During this year of the Trump administration entirety of the 3 branches of government have been Republican controlled. Ironically enough, the White House nor Congress has gotten much done. This is not good because next year in 2018 the midterm elections will happen and Republicans are worried that they will have nothing to show for their time being in power and it will reflect on them badly in the upcoming elections. So, they are pushing this bill so quickly and hard because they feel like they have to get it done so that they can say that they did something later on. That brings us to the bill itself. I do not think that it is very good because it is going to hurt the poor, benefit the rich, and hurt college students and people like us in independent schools. It might not be so bad if they had taken some to prepare this bill in advance instead of procrastinating and waiting until the last minute to get it ready. So my genuine question is, what were they doing all this time?
